YEIDA’s Japan Deal Signals Big-Bang Investment Push Around Jewar Airport Medical Device Park – Indian PSU

With the objective of enhancing investments around the Jewar Airport region, the Yamuna Expressway Industrial Development Authority (YEIDA) has entered into a landmark agreement with Japan.

On Wednesday, May 6, 2026, a historic Memorandum of Understanding (MoU) was signed between YEIDA and Medical Excellence Japan (MEJ), a Japanese government-backed organization.

This agreement is expected to attract significant investments into the upcoming Medical Device Park being developed near Jewar Airport within the YEIDA region.

Key Signatories and Statements

The MoU was signed on behalf of the Government of Uttar Pradesh by YEIDA CEO Rakesh Kumar Singh, while Dr. Kenji Shibuya, CEO of MEJ, signed on behalf of Japan.

Speaking on the occasion, the YEIDA CEO described the agreement as a major milestone that will serve as a strong foundation for investment in Uttar Pradesh. He emphasized that the collaboration would be a game changer for the Medical Device Park near Jewar Airport.

About the Agreement

The MoU was executed on May 6, 2026, in Greater Noida between:

  • YEIDA, representing the Government of Uttar Pradesh
  • MEJ, a leading Japanese organization committed to promoting healthcare expertise, hospital infrastructure development, and international medical collaboration

Both entities are collectively referred to as the “Parties.”

Recognizing the critical role of the medical device sector in improving healthcare services, enhancing patient outcomes, and driving economic growth, both parties aim to establish a structured collaboration framework.

Areas of Collaboration

The agreement focuses on fostering innovation, investment, and technology exchange in the medical device sector.

1. Research & Development (R&D)

  • Joint research projects
  • Exchange of technical knowledge
  • Establishment of joint laboratories

2. Investment Promotion

  • Organization of seminars, workshops, and business missions

3. Technology Transfer

  • Technical collaborations between Indian and Japanese companies
  • Simplification of regulatory processes
  • Sharing of best practices in quality and manufacturing

4. Startup Support

  • Incubation and funding programs
  • Hackathons and innovation initiatives
  • Mentorship from Japanese industry experts

Role of Each Party

YEIDA will:

  • Provide infrastructure and land allocation
  • Offer regulatory support and utilities
  • Facilitate policy incentives for investors

MEJ will:

  • Provide technical expertise
  • Facilitate participation of Japanese companies
  • Support research collaboration and knowledge transfer

Both parties may also explore financial opportunities such as direct investment, joint funding, and grants.

Governance and Implementation

A Joint Working Group (JWG) will be established to oversee implementation:

  • Formation within 30 days
  • Submission of action plan within 60 days
  • Decisions to be made through mutual consent

Confidentiality Clause

  • All confidential information will be securely protected
  • No disclosure to third parties without prior consent
  • Confidentiality obligations will continue for 5 years after termination of the MoU

Validity and Termination

  • Effective from the date of signing
  • Valid until March 31, 2027
  • Can be terminated with 30 days’ prior notice
  • Amendments or renewal possible through mutual agreement
