MoHUA Proposes Integrated Bus & Metro Connectivity Plan to Boost Public Transport in Delhi – Indian PSU

In a significant move aimed at strengthening public transport and reducing dependence on private vehicles, the Ministry of Housing and Urban Affairs (MoHUA) has unveiled a comprehensive plan for integrated bus and metro connectivity in Delhi.

The proposal, outlined in an Office Memorandum dated May 12, 2026, focuses on creating seamless first- and last-mile connectivity, particularly for government employees, while promoting sustainable urban mobility.

Focus on Sustainable and Efficient Mobility

The initiative comes against the backdrop of rising global crude oil prices and the government’s emphasis on “economic self-defence” through reduced dependence on imported petroleum. The plan seeks to shift commuting patterns from private vehicles to public transport by improving accessibility, efficiency, and convenience.

Key objectives include:

  • Enhancing public transport usage among government employees
  • Reducing congestion in Central Vista and surrounding areas
  • Ensuring seamless connectivity between GPRA colonies, metro stations, and offices
  • Promoting cleaner and energy-efficient urban mobility

Integrated Multi-Modal Transport System

MoHUA has proposed an integrated multi-modal transport system (IMTS), combining shuttle bus services, metro connectivity, and synchronized office timings. Dedicated shuttle buses operated by Delhi Transport Corporation (DTC) will connect major Government Pool Residential Accommodation (GPRA) colonies with nearby metro stations.

The plan also includes feeder bus concepts and route optimization based on studies conducted under the Central Vista Bus Service project.

Dedicated Shuttle Services and Central Vista Loops

Dedicated shuttle buses will connect over a dozen GPRA colonies with metro stations, operating at high frequency during peak hours. Morning and evening services are planned at 10-minute intervals to ensure smooth commuting.

Additionally, two circular “Central Vista Loop” routes will operate within key government zones, covering major offices and institutions. These loops are designed to facilitate easy intra-city movement and reduce reliance on private transport.

Enhanced Metro Operations and Digital Integration

The Delhi Metro Rail Corporation (DMRC) is expected to align metro services with staggered office timings, ensuring higher frequency during peak hours. The plan also proposes:

  • Expanded ticketing windows and faster security checks
  • Improved passenger handling during peak hours
  • Integration of fare systems through the National Common Mobility Card (NCMC)

Incentives and Behavioural Change Measures

To encourage adoption, the government may provide NCMC cards with preloaded balances to employees and link transport allowances to public transport usage for an initial period.

Other measures include:

  • Promotion of park-and-ride facilities at metro stations
  • Introduction of EVs, e-rickshaws, and e-shuttles for last-mile connectivity
  • Social media campaigns to encourage sustainable commuting

Expected Impact

The integrated approach is expected to:

  • Reduce traffic congestion and parking demand in Central Vista
  • Increase utilization of public transport infrastructure
  • Lower vehicular emissions and environmental impact
  • Improve overall commuting experience for government employees

The ministry has indicated that the system may be implemented in a phased manner, building upon existing infrastructure and ongoing transport studies.

This initiative marks a major step toward creating a more efficient, integrated, and sustainable public transport ecosystem in the national capital.
