AHMEDABAD: In a significant move aimed at transforming India’s rail-based cargo ecosystem, Indian Railways has initiated a comprehensive modernization drive for its parcel logistics operations by inviting an Expression of Interest (EoI) from industry stakeholders. The initiative marks the beginning of a new chapter in railway logistics, seeking to integrate traditional parcel services with the country’s rapidly expanding express cargo and e-commerce logistics network.
The Ahmedabad Division of Western Railway has floated the EoI for the comprehensive management of parcel activities at key locations including Ahmedabad (ADI), Sabarmati (SBIB), and Asarva (ASV). The objective is to convert conventional railway parcel offices into modern logistics facilitation hubs, equipped with advanced technology, value-added services, and customer-centric infrastructure.
The initiative opens the door for participation from a wide spectrum of stakeholders, including logistics service providers (LSPs), warehousing companies, cargo agencies, technology firms, e-commerce players, startups, MSMEs, and integrated supply chain solution providers.
Aligning Rail Logistics with Modern Supply Chains
The proposed model goes beyond traditional parcel handling and envisions a fully integrated logistics ecosystem. Core operational activities will include parcel handling, security screening, digital booking support, RFID and barcode-based tracking, loading and unloading services, and seamless integration with Indian Railways’ digital platforms.
In addition, the project aims to introduce a range of value-added services such as first and last-mile delivery, smart warehousing, professional packaging solutions, cloak room facilities, customer support centers, smart parcel lockers, and logistics support for existing lease holders.
The modernization effort is also expected to create fresh commercial opportunities through innovative revenue models, e-commerce cargo aggregation, commercial kiosks, smart vending solutions, co-branded logistics facilities, and MSME-focused cargo aggregation platforms.
Technology-Driven Transformation
A key highlight of the initiative is its strong emphasis on technology and innovation. Proposed solutions include AI-enabled parcel management systems, real-time analytics dashboards, live parcel tracking, mobile application integration, automated sorting and inventory management systems, customer notification platforms, and green logistics practices.
Industry observers believe the move reflects Indian Railways’ intent to position itself as a competitive player in the fast-growing logistics and express cargo sector, which is increasingly being driven by e-commerce demand and time-sensitive freight movement.
Opportunity for Logistics Investors and Service Providers
With India’s logistics industry undergoing rapid expansion and supply chains becoming increasingly integrated, the EoI presents a promising opportunity for investors and logistics operators to collaborate with one of the world’s largest rail networks.
Indian Railways handles a substantial volume of parcel traffic daily and possesses an extensive infrastructure footprint across the country. By leveraging private sector expertise, technology, and investment, the railway network aims to unlock new efficiencies, improve customer experience, and create scalable business models for the future.
Industry experts view this initiative as a strategic step towards building a more agile, technology-enabled, and commercially viable rail logistics ecosystem that can effectively complement road, air, and express cargo networks.
As India’s freight and e-commerce sectors continue to grow, the modernization of railway parcel operations could emerge as a game-changing development, strengthening multimodal logistics capabilities and enhancing the competitiveness of rail transport in the national supply chain landscape.
The EoI submission deadline has been set for June 29, 2026, providing interested stakeholders an opportunity to become partners in shaping the future of rail logistics in India.
