In a significant step towards creating sustainable livelihood opportunities for rehabilitated families in the Jharia coalfield region, a high-level delegation from Bharat Coking Coal Limited (BCCL) will visit Bengaluru on June 19 and 20 to study the functioning of textile industries and industrial parks operated by the Aditya Birla Group.

The delegation will be led by BCCL Chairman-cum-Managing Director Manoj Kumar Agarwal and will assess the feasibility of establishing a textile-based industrial ecosystem in Belgharia Township, Dhanbad, under the ambit of the Jharia Master Plan (JMP).

Other members of the delegation include DTOP Sanjay Kumar Singh, General Manager (JMP) Rajiv Chopra, officials from the Jharia Rehabilitation and Development Authority (JRDA), and technical experts associated with rehabilitation and development initiatives.

Initiative Follows Coal Minister’s Directions

The proposed study tour is being undertaken in compliance with directions issued by Union Coal Minister G. Kishan Reddy during his visit to Dhanbad and Belgharia Township last year. During the visit, the Minister had advised BCCL and JRDA officials to explore the possibility of setting up a textile industry in collaboration with the Aditya Birla Group or other reputed industrial institutions.

The objective was to create new avenues of income generation and employment for families rehabilitated under the Jharia Master Plan and for project-affected communities.

Focus on Employment, Skill Development and Women Empowerment

During the Bengaluru visit, the delegation will undertake a detailed assessment of textile industry operations, production systems, management practices, skill development frameworks, and employment generation models.

Special emphasis will be placed on understanding opportunities related to:

  • Employment generation for local youth
  • Women’s empowerment through industrial participation
  • Skill development and vocational training
  • Community engagement and inclusion
  • Infrastructure requirements for industrial development
  • Investment opportunities and business viability

The delegation is also expected to hold discussions with industry leaders and management teams to understand how successful textile manufacturing models can be adapted to suit the socio-economic conditions of Belgharia Township.

Boosting Livelihood Opportunities in Belgharia Township

The initiative is aimed at strengthening both employment and self-employment opportunities for rehabilitated and project-affected families residing in Belgharia Township. The proposed industrial development could become a catalyst for socio-economic transformation in the region by generating sustainable livelihoods beyond the coal sector.

Based on the observations and findings of the study tour, BCCL and JRDA will formulate an action plan and evaluate the feasibility of promoting employment-oriented industrial activities in Belgharia Township. The findings will help authorities take informed decisions on future investments and industrial development initiatives in the area.

The proposed textile industry project aligns with broader efforts to ensure long-term economic rehabilitation and inclusive growth for communities affected by mining activities in the Jharia coalfields.
