South Eastern Coalfields Limited’s (SECL) Dipka Open Cast Project (OCP) has emerged as one of the finest examples of India’s rapidly transforming coal mining sector. From producing just one million tonnes of coal in 1992, Dipka OCP has evolved into one of the country’s largest and most productive coal mines, achieving a record coal production of 37.5 million tonnes and dispatch of 39.43 million tonnes during FY 2025-26.

With the recent enhancement of its Environmental Clearance (EC) to 40 million tonnes per annum (MTPA) and a well-defined roadmap to scale operations to 60 MTPA, Dipka OCP is steadily positioning itself as a strategic national asset, balancing operational excellence, financial performance and environmental responsibility.

Strong Momentum in FY 2026-27

Building on last year’s record-breaking performance, Dipka OCP has started the current financial year on an equally strong note.

As of 25 July 2026, the mine produced 12.66 million tonnes of coal, achieving 104% of its progressive production target. Even more significantly, the mine recorded a 30.5% year-on-year increase in production compared to the corresponding period last year, reflecting improved equipment utilisation, enhanced mine planning and higher operational efficiency.

Coal dispatch has also remained robust, touching 13.87 million tonnes, which is 109% of the progressive dispatch target. This has ensured uninterrupted fuel supplies to thermal power stations and key industrial consumers across the country.

The seamless coordination between mining operations, transportation infrastructure and logistics has enabled Dipka OCP to function as an integrated value chain, translating higher production into timely deliveries without creating excessive pithead stock.

A Major Profit Centre for SECL

Dipka’s success is not limited to production alone. The project has also emerged as one of the strongest financial performers within SECL.

During FY 2025-26, Dipka OCP generated an impressive profit of ₹3,230.91 crore, making it one of the company’s largest profit centres. Improved cost management, operational optimisation and economies of scale have significantly enhanced profitability.

The mine recorded a profit of ₹827 per tonne, demonstrating that higher production can be achieved without proportionately increasing operating costs. These financial achievements have further strengthened Dipka’s contribution to the overall profitability of Coal India Limited.

Land Acquisition and Rehabilitation Fuel Future Expansion

Behind Dipka’s production growth lies a carefully executed strategy focused on land acquisition and rehabilitation.

Following the successful possession of Malgaon village, the project has made substantial progress in the rehabilitation and resettlement (R&R) of Hardi Bazar, one of the region’s most significant rehabilitation initiatives.

Rather than treating rehabilitation merely as a statutory requirement, SECL has adopted a people-centric development approach by creating a modern rehabilitation township equipped with roads, schools, healthcare facilities, community infrastructure and public utilities.

This transparent and participative rehabilitation process has facilitated timely land availability for mining while strengthening trust among project-affected families and local communities.

Robust Infrastructure Ensures Seamless Coal Evacuation

Large-scale production requires equally efficient evacuation infrastructure, and Dipka possesses one of the most diversified coal transportation systems within Coal India Limited.

The project operates through an integrated network comprising:

  • MGR-connected silos
  • First Mile Connectivity (FMC) silos
  • Railway loading systems
  • Road transportation network

This multi-modal infrastructure enables uninterrupted coal supplies to major consumers, including NTPC Sipat and several thermal power plants across central and western India.

Efficient evacuation systems have ensured that rising production is matched by equally strong dispatch performance.

Technology Driving Operational Excellence

Modern technology has played a pivotal role in Dipka’s remarkable transformation.

The project has deployed advanced mining equipment including 42-cubic metre electric rope shovels, high-capacity surface miners, long in-pit belt conveyor systems, automated silo loading facilities, drone-based mine monitoring and digital mine management platforms.

These technological interventions have significantly improved productivity, reduced operational delays, enhanced safety standards and enabled scientific mine planning.

As production continues to increase, technology remains one of Dipka’s biggest strengths in maintaining operational efficiency.

Committed to Sustainable Mining

Despite its large production scale, Dipka OCP has placed equal emphasis on environmental sustainability.

The project has implemented several initiatives including:

  • Continuous Ambient Air Quality Monitoring Systems (CAAQMS)
  • Fog cannon-based dust suppression
  • Wheel washing systems
  • Large-scale plantation drives
  • Deployment of electric vehicles
  • Plastic waste recycling facilities
  • Digital environmental monitoring systems

These measures have strengthened environmental compliance while reducing the ecological footprint of mining operations.

Simultaneously, systematic rehabilitation and development of modern resettlement infrastructure continue to improve stakeholder engagement and support long-term mine expansion.

Roadmap to 60 MTPA

The recent enhancement of Environmental Clearance to 40 MTPA marks the beginning of Dipka OCP’s next phase of growth rather than its final destination.

With progressive land acquisition, expanding infrastructure, advanced mining technologies and continued rehabilitation efforts, the mine is well positioned to achieve its long-term production target of 60 MTPA.
