SECL Constitutes High-Level Committee to Examine Complaints Related to Employment in Lieu of Land – Indian PSU

In a significant step towards strengthening transparency, accountability and institutional fairness, South Eastern Coalfields Limited (SECL) has constituted a High-Level Standing Review Committee to examine complaints related to employment provided in lieu of land acquired for mining projects.

The newly formed committee will review each complaint based on available records, supporting documents and evidence before submitting its recommendations to the competent authority. The initiative is intended to ensure that grievances are examined in a fair, impartial and time-bound manner while safeguarding the interests of genuine beneficiaries.

The committee will be chaired by the General Manager (Land & Revenue), SECL Headquarters, Bilaspur. Its members include the General Manager (Planning & Projects), General Manager (Human Resources/Manpower), General Manager (Human Resources/Industrial Relations), and Deputy General Manager (Legal) at SECL Headquarters.

As part of its mandate, the committee will scrutinize relevant records, seek information from concerned officials wherever necessary, verify facts and evidence, and examine complaints strictly in accordance with applicable rules and prescribed procedures. The objective is to ensure prompt, reasoned and transparent disposal of cases.

SECL has invited individuals to submit complaints, along with supporting documents and evidence, regarding irregularities in employment in lieu of land, use of forged or fabricated documents, obtaining employment by suppressing material facts, or any other related issue.

The company has clarified that there is no provision for withdrawal of a duly registered complaint. Accordingly, complainants have been advised to submit grievances only on the basis of authentic facts and verifiable evidence.

SECL has also appealed to all stakeholders and members of the public to use only authorised channels for submitting complaints and to remain vigilant against intermediaries, misinformation and misleading claims.

The company further stated that if any complaint is found during examination to be knowingly false, malicious, based on misleading facts, or filed with the intent to defame an individual or cause unnecessary harassment, appropriate legal action may be initiated against the complainant in accordance with applicable laws and regulations.

Reaffirming its commitment to good governance, transparency and accountability, SECL expressed confidence that the High-Level Standing Review Committee will enhance the credibility of the grievance redressal mechanism, protect the rights of genuine and eligible beneficiaries, and further strengthen public trust in the process.
