India and ADB Sign $230 Million Loan to Modernise Chennai Water Supply and Sewerage – Indian PSU

The Government of India and the Asian Development Bank (ADB) have signed a $230 million loan agreement to modernise and expand Chennai’s water supply and sanitation infrastructure, marking a significant step towards building a climate-resilient and financially sustainable urban water system.

The Chennai Climate-Resilient Water Security and Sewerage Project will improve access to safe and reliable drinking water and sanitation services while strengthening the city’s ability to withstand climate-related risks.

The loan documents were signed by Saurabh Singh, Deputy Secretary, Department of Economic Affairs, Ministry of Finance, on behalf of the Government of India, and Mio Oka, Country Director, India Resident Mission, on behalf of ADB. The engagement with ADB for finalising the loan was undertaken under the guidance of Baldeo Purushartha, Joint Secretary (ADB & Japan), Department of Economic Affairs.

Over 170 km of Water and Sewer Networks

The project will construct more than 170 km of water supply and sewer pipes and upgrade seven water pumping stations and 38 sewer pumping stations.

It will also strengthen water utility assets and operational management through performance-based contracts, with the objective of improving efficiency and service delivery.

One of the project’s most significant features is the introduction of a comprehensive ring-main water supply system. The closed-loop network is designed to maintain balanced water pressure and distribute water more efficiently across service areas.

According to ADB, Chennai will become the first Indian city to implement a comprehensive ring-main solution, potentially improving reliability and equity in water distribution while strengthening the system against natural hazards.

Digital Technology to Transform Water Services

The project will also bring greater digitalisation to Chennai’s water and sanitation services.

ADB will support real-time monitoring, data-driven decision-making and improved customer responsiveness. Advanced technologies will be deployed to detect sewer blockages more quickly and reduce the need for hazardous manual sewer inspections.

The technology-driven approach is expected to improve worker safety, while also allowing the water utility to identify problems and respond to service disruptions more efficiently.

Distribution networks in at least two Greater Chennai zones will also be prepared for future investments.

Building on Earlier ADB Projects

The latest investment builds on ADB’s earlier engagement in Chennai and aligns with the Government of India’s broader urban infrastructure priorities, including Atal Mission for Rejuvenation and Urban Transformation (AMRUT) 2.0 and the Urban Challenge Fund.

The emphasis is increasingly shifting from simply expanding urban infrastructure to creating water systems that are climate-resilient, technology-enabled, efficient and financially sustainable.

For Chennai, a city facing increasing pressure on its water resources and urban infrastructure, the project could therefore represent more than a conventional network expansion.

It signals a move towards a modern integrated urban water utility, where infrastructure, digital monitoring, operational efficiency and climate resilience work together.
