BCCL Pushes for Higher Coal Production, Dispatch and Washery Output at Koyla Bhawan Review Meeting – Indian PSU

A two-day coordination meeting was held at Koyla Bhawan headquarters on September 4 and 5 to review BCCL’s operational activities, production progress, financial performance and progress towards targets under the Annual Action Plan (AAP).

The meeting was chaired by BCCL CMD Manoj Kumar Agarwal.

Day 1: Operational and Financial Performance Reviewed

The first day of the meeting, held on September 4, began with a review of decisions taken during the previous coordination meeting and the progress made in their implementation.

Representatives from all regions presented their progress against the AAP, including targets versus achievements and the latest status of coal production, transportation, dispatch and overburden removal (OBR) through PowerPoint presentations.

The meeting also reviewed key operational and financial indicators, including washery feed, monthly profit, cumulative regional profits and profitability trends over the past three years.

The CMD directed the areas to increase coal dispatch, OBR and transportation capacity, while ensuring optimum utilization of departmental resources and rationalization of operational costs. He also stressed regular monitoring of contract and hired patches in accordance with the prescribed action plan.

While directing the company to increase coal feed, washed coal production and dispatch through maximum utilization of available washery capacity, Agarwal emphasized that quality coal supply remains a priority for BCCL and there will be no compromise on quality.

The meeting also reviewed the status of new and upcoming patches, monsoon operations, washery performance and coal quality.

The CMD directed officials to make effective arrangements to deal with waterlogging and other operational challenges during the monsoon season so that production and dispatch remain uninterrupted while maintaining strict adherence to safety standards.

Security and Coal Conservation Also Reviewed

On security and coal conservation, the CMD said that coordinated efforts by BCCL and CISF have helped curb coal theft and illegal mining in recent months.

He directed officials to maintain the momentum and ensure effective implementation of the “Zero Coal Leakage Tolerance Policy” of the Central Government.

The meeting also discussed training of BCCL security guards through CISF and strengthening mine monitoring through the Integrated Command and Control Centre (ICCC) and technology-based surveillance systems.

Director (Finance)/Director-in-Charge (Human Resources) Rajesh Kumar emphasized cost optimization and manpower rationalization, calling for efficient utilization of available human and other resources to improve profitability.

He also stressed that all areas should prioritize quality coal, washed coal production and dispatch, while ensuring maximum possible feed to washeries.

Day 2: Focus on Transportation, Machinery and Washeries

The second day of the meeting, held on September 5, placed special emphasis on transportation capacity, machinery utilization, HEMM availability and washery operations.

A detailed review was conducted of plans to enhance transportation capacity across all areas. The CMD directed officials to increase dispatch within the stipulated timeframe by making necessary improvements in transportation capacity.

Various aspects of the transportation and dispatch system were reviewed, including capacity utilization, vehicle mobility, availability of heavy earth-moving machinery (HEMM) and effective deployment of machinery.

After reviewing the availability and utilization of departmental machinery and HEMMs across different areas, the CMD directed officials to ensure their optimal utilization, improve mobility and coordinate the deployment of resources according to production requirements.

Operational challenges faced by different areas and the support required to achieve assigned targets were also discussed in detail.

Daily Production Planning and Washery Utilization

The CMD reviewed the day-wise coal production plans of all areas and directed officials to ensure effective and timely implementation of daily production programmes.

He called for timely identification and resolution of potential bottlenecks and better coordination among production, transportation and dispatch.

Washery performance and operational plans were also reviewed on the second day. Special attention was given to measures to prevent potential grade slippage, better management of available coal and increasing feed to washeries.

The CMD directed officials to maximize utilization of available washery capacity and increase washed coal production and dispatch.

Keeping in view the demand from the power sector, he also directed BCCL to maximize coal dispatch to power plants.

Optimal Resource Utilization Key to Meeting Targets

Agarwal emphasized that alongside increasing production, BCCL must strengthen transportation capacity, machinery and HEMM utilization, washery operations and dispatch systems.

He stressed that achieving daily as well as annual targets would require optimal utilization of available resources, operational and cost efficiency, continuous improvement in coal quality and timely execution of planned activities.

During the two-day meeting, the CMD also reiterated the priority accorded to security and directed officials to achieve production and dispatch targets through team spirit, coordination and concerted efforts.

He emphasized the need to increase the availability of domestic coal by raising the production of washed and quality coal, thereby helping reduce dependence on imports.

He said that a safe and responsible work culture, efficient utilization of resources, operational and cost efficiency, quality production and timely execution of work are essential for BCCL’s continued growth and its contribution towards meeting the country’s energy requirements.

Senior Officials Attend Meeting

The meeting was attended by Director (Technical/Operations) Sanjay Kumar Singh, Director (Finance/HR) Rajesh Kumar, DIG CISF Rajiv Mishra, Security Advisor Vipul Shukla, Regional General Managers, General Managers and Heads of Departments of Koyla Bhawan headquarters, along with other senior officials.

Director (Technical/Projects & Planning) Rajiv Kumar Sinha participated in the meeting virtually.
