The National Bank for Agriculture and Rural Development (NABARD) has fully subscribed to a ₹4 crore Zero Coupon Zero Principal (ZCZP) issue launched by the National Skill Development Corporation (NSDC) on the National Stock Exchange’s Social Stock Exchange (SSE), supporting an initiative to create overseas employment opportunities for 600 rural youth from Other Backward Classes (OBC) in Madhya Pradesh.

The project has an estimated outlay of ₹11.25 crore and seeks to connect rural youth with employment opportunities in Japan and Germany through specialised training, certification and overseas placement support.

Government to Provide ₹5.60 Crore Linked to Employment Outcomes

The initiative is being implemented by NSDC in collaboration with the Government of Madhya Pradesh under an outcome-based financing framework. NABARD’s ₹4 crore subscription will support the programme, while the state government is expected to provide ₹5.60 crore upon the achievement of agreed employment outcomes. The remaining funding is proposed to come from beneficiary contributions.

The programme will equip participants with internationally relevant technical skills, foreign-language proficiency and cultural orientation required for overseas employment. It will also provide certification, documentation assistance and support for deployment.

Focus on Employment, Not Just Training

A key feature of the initiative is its emphasis on measurable social outcomes rather than training completion alone. The programme is designed to focus on verified overseas employment and sustained livelihood improvement, with the objective of enhancing income prospects for rural households.

By linking financial support to employment outcomes, the model seeks to strengthen accountability and ensure that development interventions deliver tangible benefits to intended beneficiaries.

For rural youth facing limited local employment opportunities, access to international labour markets could provide an alternative route to better livelihoods, provided that training, placement and post-placement support translate into sustainable employment.

Social Stock Exchange Gains Momentum as a Development Financing Platform

NABARD’s participation also highlights the potential of the Social Stock Exchange as a mechanism for mobilising funds for development-oriented initiatives.

Operating within the regulatory framework established by the Securities and Exchange Board of India (SEBI), the SSE is intended to facilitate financing for eligible social enterprises and organisations through transparent mechanisms.

The Zero Coupon Zero Principal instrument allows eligible entities to raise funds for social projects without creating a conventional repayment obligation. Its structure is designed to support social-impact initiatives where the emphasis is on developmental outcomes rather than financial returns to subscribers.

Collaborative Financing Model for Rural Transformation

The NSDC initiative brings together a development finance institution, a state government and a specialised skills-development organisation to address rural employment challenges through a common financing framework.

For NABARD, the subscription represents an opportunity to support an innovative funding model while generating practical experience in financing, implementing and monitoring outcome-linked development programmes.

The experience could also offer lessons for applying Social Stock Exchange-based financing to other development priorities, including skill development, livelihood generation and economic inclusion.

By connecting rural talent with global employment opportunities and tying public funding to verifiable outcomes, the initiative seeks to demonstrate how innovative social-finance instruments can contribute to more inclusive and sustainable rural development.
