NLC India Limited has signed Memorandums of Understanding with Odisha’s Industrial Promotion and Investment Corporation of Odisha Limited (IPICOL) for a proposed 3,200 MW ultra-supercritical thermal power plant and a beach sand mineral processing facility involving an estimated investment of ₹2,000 crore.

The proposed thermal power project, comprising four units of 800 MW each, is expected to entail an investment of approximately ₹35,000 crore, marking a major expansion of NLC India’s power generation ambitions in eastern India.

The agreements are aimed at advancing the company’s proposed investments in Odisha’s energy and mineral processing sectors, supporting industrial development and strengthening the state’s infrastructure.

₹35,000 Crore Investment in Thermal Power

The proposed 3,200 MW thermal power plant will deploy ultra-supercritical technology, designed to support efficient large-scale electricity generation.

With an estimated capital outlay of ₹35,000 crore, the project represents the larger component of NLC India’s proposed investment plans in Odisha. Its development would expand the company’s power generation capacity and reinforce its presence in the eastern region.

₹2,000 Crore Beach Sand Mineral Processing Facility

The second MoU covers a proposed beach sand mineral processing facility with a tentative investment of ₹2,000 crore.

The project is expected to diversify NLC India’s activities into mineral processing, opening up opportunities in the utilisation of heavy minerals available in beach sand deposits.

Coal Gasification Also Under Assessment

NLC India is also assessing the potential use of coal gasification technology to produce synthesis gas, or Syn-Gas, for applications including fertiliser manufacturing.

The proposed assessment reflects the company’s interest in exploring alternative uses of coal beyond conventional power generation.

The agreements with IPICOL establish a framework for advancing these proposed investments. The projects’ implementation will depend on subsequent development, approvals and other applicable requirements.

Together, the proposed thermal power plant and mineral processing facility underscore NLC India’s plans to expand its footprint in Odisha’s energy and industrial sectors.
