BCCL CMD Manoj Kumar Agarwal Reviews Production Targets, Directs Early Start of New Mining Patches – Indian PSU
Bharat Coking Coal Limited (BCCL) CMD Manoj Kumar Agarwal on Friday reviewed the company’s production, overburden removal (OBR), dispatch and financial performance at a high-level coordination meeting held at Koyla Bhawan Headquarters. He directed all regions to step up efforts to achieve the targets set under the Annual Action Plan (AAP), improve operational efficiency and expedite the commencement of production from newly allotted mining patches.
The meeting was attended by Director (Technical/Operations) Sanjay Kumar Singh, Director (Finance/Human Resources) Rajesh Kumar, Regional General Managers, General Managers and heads of various departments at headquarters, CISF Commandant Ajay Singh and other senior officials.
The meeting began with a review of decisions taken during previous coordination meetings and the status of their implementation. A detailed assessment followed of region-wise coal production, OBR and offtake against AAP targets, along with projected performance for the coming period.
Operational reviews covered contractual performance, railway rake loading, road dispatch, demurrage, underloading, mine pumping systems, pumping contracts, weighbridge availability and power supply and distribution.
The CMD also reviewed regional financial performance, coal quality reduction, washery operations, cost optimisation and rational deployment of human resources. CAPEX expenditure against targets and the status of environmental and forest clearances (EC and FC) were examined. Particular emphasis was placed on expediting action plans for commencing production in newly allotted patches and MDO projects.
Officials were directed to identify and remove operational bottlenecks, exercise tighter cost control and ensure optimum utilisation of available resources.
Security and Coal Theft Prevention
The meeting also reviewed security arrangements across BCCL’s operational areas. Strengthening surveillance and patrolling in vulnerable locations, identifying security challenges and taking preventive measures against coal theft were among the key issues discussed.
Regional General Managers held discussions with CISF Commandant Ajay Singh on improving coordination between the company and CISF. Regular monitoring of sensitive locations, intensified patrolling and disposal of unusable scrap material in accordance with prescribed rules were also emphasised.
Daily Production Targets Under Review
During the afternoon session, representatives of all regions presented their action plans through PowerPoint presentations. The presentations covered daily production targets, projected progress, OBR and dispatch plans, and measures proposed to improve operational performance.
CMD Manoj Kumar Agarwal directed all regions to closely monitor daily production and dispatch, ensure effective implementation of their action plans and take timely corrective measures wherever performance falls short of targets.
Commending the efforts made by various regions in improving coal production, OBR and offtake during October, Agarwal called for sustaining the momentum in the coming months.
He stressed that achieving BCCL’s production and dispatch targets would require closer coordination among regions and departments, optimum utilisation of resources and prompt resolution of operational constraints.
The CMD underlined the importance of increasing production, optimising costs, ensuring the supply of quality coal and operationalising new production patches without delay. He also directed officials to maintain strict adherence to safety standards and prescribed Standard Operating Procedures (SOPs).
He urged all officials to work with team spirit, accountability and dedication to ensure timely achievement of the company’s Annual Action Plan targets.
