Bharat Coking Coal Limited (BCCL), a subsidiary of Coal India Limited, is set to begin mining under its ambitious E-Block coal project in 2027, following approval from the Coal India Board. The large-scale project is expected to reshape the Katras, Kusunda and Sijua coal belt and strengthen BCCL’s contribution to India’s coking coal requirements.
The project has been planned over 27 years, divided into two phases of 16 years and 11 years. During this period, BCCL is expected to produce around 376 million tonnes of coal, according to the project plan.
The E-Block combines mining assets spread across the Katras, Kusunda and Sijua areas, creating an integrated mining block aimed at improving production efficiency and unlocking substantial coal reserves.
376 Million Tonnes of Coal Production Planned
The first phase of the project is expected to produce approximately 180 million tonnes of coal. The coal is classified as washery-grade coal, making the project strategically significant for meeting the country’s requirement for domestic coking coal.
The overall mining operation will cover an area of around 18.18 square kilometres. The project is expected to generate significant returns for BCCL, with the project assessment indicating a return of around 29%.
Mining operations are planned at a rate of approximately 15 million tonnes annually. The project will also involve the removal of a substantial quantity of overburden, estimated at around 1,628.89 million cubic metres.
Five Existing Collieries to Be Integrated
The E-Block will bring together mining operations from several existing collieries and projects.
The block will include Aakashkinari and AKWMC projects in Katras, along with Modidih, Tetulmari, Sandrabans Jora and Nichitpur in the Sijua area. From Kusunda, areas including East Basuria, Basuria and Khas Kusunda, as well as part of Godudih, will form part of the new mining configuration.
The restructuring is expected to significantly alter the existing operational landscape of the Katras and Sijua areas, with several existing mining units eventually being brought under the larger E-Block framework.
Land Acquisition and Employment
The project will require approximately 1,930 hectares of land, of which around 1,361 hectares is already with BCCL.
Land acquisition and rehabilitation will therefore be a major component of the project. According to the project plan, eligible landholders will receive compensation and employment benefits against land acquired, subject to applicable norms.
The project is also expected to create employment opportunities for local residents. Eligible local youth could receive opportunities in technical and supervisory positions such as Mining Sirdar, Overman, Electrical and Survey-related roles, depending on qualifications and recruitment requirements.
Mining Planned Away From Dhanbad-Chandrapura Rail Line
One of the important aspects of the E-Block project is its mining plan around the Dhanbad-Chandrapura (DC) railway line.
BCCL has planned mining in areas away from the railway alignment, with the project design aimed at ensuring that coal extraction does not adversely affect railway infrastructure.
A dedicated siding is also proposed to facilitate transportation of coal to other parts of the country, potentially improving the project’s logistics efficiency.
Strategic Importance for Coking Coal
The E-Block project comes at a time when India is seeking to increase domestic production of coking coal and reduce dependence on imports.
For BCCL, which operates in one of India’s most important coking coal belts, the project could become a major contributor to future production. The integration of mining areas under a single large block is also expected to provide economies of scale and improve resource utilisation.
Commenting on the project, Manoj Kumar Agarwal, CMD, BCCL, said: “The BCCL E-Block project will bring together the Katras, Kusunda and Sijua areas. This block will play an important role in meeting the country’s coking coal requirements. The project will also generate employment opportunities for local people, and a detailed framework has been prepared for this. The Board will take a decision after considering the views and recommendations of all its members.”
A Major Transformation for Dhanbad’s Coal Belt
The E-Block is more than a new mining project. Its implementation will involve the consolidation and eventual transformation of a large part of the Katras-Sijua-Kusunda coal belt, including land acquisition, rehabilitation, employment generation, infrastructure development and changes in existing mining operations.
With 376 million tonnes of planned production over 27 years, the project is positioned to become one of BCCL’s significant long-term mining initiatives.
If implemented as planned, the E-Block could simultaneously strengthen BCCL’s coking coal production base, create employment opportunities for local communities and support India’s broader objective of increasing domestic availability of this strategically important grade of coal.
