BCCL Organizes Capacity Building Workshop on Land Acquisition and Rehabilitation Provisions – Indian PSU
Bharat Coking Coal Limited (BCCL) organized a one-day Capacity Building Programme on Land Acquisition, Resettlement and Rehabilitation (LARR) at Kalyan Bhawan (HRD) to enhance the understanding of legal provisions governing land acquisition and rehabilitation among its officers.
The workshop aimed to equip officials with updated knowledge on the effective and transparent implementation of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement (RFCTLARR) Act. Participants were familiarized with key legal and practical aspects of market value determination in land acquisition, while experts also addressed queries on contemporary issues related to the Act.
A total of 25 officers from BCCL headquarters and various operational areas participated in the programme. The participants represented Barora, Block-II, Govindpur, Katras, Sijua, Kusunda, PB Area, Bastakola, Lodna, East Jharia Area, West Jharia Area, CV Area, Washery Division, and the Estate, Legal, IMP, Finance and P&P departments.
Dr. Reshmi Nair, Professor and Head of the Department of Land Acquisition and Rehabilitation (CMLARR), delivered the expert session. She provided detailed insights into market value determination under the RFCTLARR Act for Coal Bearing Areas (CBA) acquisitions and explained its practical applications. During two technical sessions, she discussed critical aspects of the subject, highlighted implementation challenges, and suggested practical solutions.
The interactive sessions enabled participants to gain a comprehensive understanding of the Act while discussing contemporary issues related to land acquisition, rehabilitation, legal procedures and their effective implementation through practical examples and best practices.
The programme was attended by General Manager (Mining/HRD) Sudhakar Prasad, Manager (Mining) Sumit Kumar, along with HRD officers and staff.
BCCL said the workshop was an important step towards strengthening institutional capacity, improving decision-making, ensuring greater transparency in land acquisition processes, and promoting effective compliance with statutory provisions.
