BCCL Pushes for Employment of Non-LTH PAPs, Directs Outsourcing Firms to Hire Rehabilitated Families from Belgaria – Indian PSU
Bharat Coking Coal Limited (BCCL) has intensified its efforts to provide employment opportunities to Non-LTH Project Affected Persons (PAPs) by directing outsourcing companies and Mine Developer and Operator (MDO) agencies to engage eligible rehabilitated families from Belgaria in ongoing mining and contractual operations.
The directive was issued during a review meeting held on August 12, 2026, at the Level-III Conference Hall of Koyla Bhavan, BCCL Headquarters. The meeting, chaired by BCCL Chairman-cum-Managing Director Manoj Kumar Agarwal, reviewed the performance of hired HEMM (Heavy Earth Moving Machinery), transportation and MDO operators, while also focusing on employment generation for rehabilitated Non-LTH PAPs from the Jharia Coalfields.
During the meeting, CMD Manoj Kumar Agarwal instructed the concerned outsourcing companies and operators to take the necessary steps to provide employment to eligible members of Non-LTH families rehabilitated at Belgaria under BCCL’s ongoing outsourcing and contract projects.
The CMD also reviewed area-wise operational performance with General Managers from different mining areas. Discussions covered the status of HEMM, transportation and MDO operations, operators’ performance, and the coal production targets for the current financial year. He sought updates on preparedness to achieve the production goals and emphasized timely execution of operational plans.
Given the ongoing monsoon season, the meeting also reviewed preparedness to ensure uninterrupted mining and transportation activities during heavy rainfall. Officials were directed to maintain operational efficiency and minimize disruptions caused by adverse weather conditions.
In addition, the performance of hired HEMM, transportation and MDO operators was assessed to ensure compliance with contractual obligations. The concerned mining areas were instructed to maintain regular monitoring of operators’ performance and strengthen coordination for efficient execution of mining activities.
The meeting also reviewed the area-wise status of employment being provided to Non-LTH PAPs. Officials stressed the need for closer coordination between BCCL authorities and outsourcing agencies to connect eligible rehabilitated families with available job opportunities. Necessary directions were issued to expedite the process while simultaneously reviewing production, operational performance, HEMM deployment and transportation activities.
The meeting was attended by Director (Technical/Operations) Sanjay Kumar Singh, Director (Technical/Projects & Planning) Rajeev Kumar Sinha, General Managers of all BCCL areas, Heads of Departments, representatives of hired HEMM and transportation operators, MDO agencies, and other senior officials.
