Coal India Limited (CIL) has increased House Rent Allowance (HRA) rates for eligible non-executive employees working in the company and its subsidiaries. The revised rates will be effective retrospectively from September 1, 2026, providing additional financial benefits to employees covered under the wage-board structure.

According to the reported office order issued by Coal India’s Human Resources department on October 22, 2026, the HRA revision follows an increase in Variable Dearness Allowance (VDA) to 26.8%, which crossed the prescribed threshold of 25%. The revision has been made under the provisions of the 11th National Coal Wage Agreement (NCWA-XI).

Revised HRA Rates for Coal India Employees

Under the revised structure, eligible non-executive employees will receive HRA at the following rates, depending on their city’s classification:

City Category Previous HRA Rate Revised HRA Rate
X Category 24% of Basic Pay 27% of Basic Pay
Y Category 16% of Basic Pay 18% of Basic Pay
Z Category 8% of Basic Pay 9% of Basic Pay

The increase amounts to three percentage points for X-category cities and two percentage points for Y-category cities, while employees posted in Z-category cities will receive an additional one percentage point of basic pay as HRA.

VDA Increase Triggers HRA Revision

The HRA revision follows the increase in VDA for wage-board employees to 26.8% with effect from September 1, 2026. Under the applicable provisions of NCWA-XI, the increase beyond the prescribed 25% threshold has triggered the revision in HRA rates.

The revised allowance will be calculated on the employee’s basic pay, subject to the applicable eligibility conditions and existing rules governing HRA payment.

Benefit for Employees Across Coal India Subsidiaries

The revised rates apply to eligible non-executive employees of Coal India and its subsidiaries, including Bharat Coking Coal Limited (BCCL), Central Coalfields Limited (CCL), Eastern Coalfields Limited (ECL), Mahanadi Coalfields Limited (MCL), Northern Coalfields Limited (NCL), South Eastern Coalfields Limited (SECL), Western Coalfields Limited (WCL) and Central Mine Planning and Design Institute Limited (CMPDIL), as covered by the applicable order.

The retrospective effective date of September 1 means that eligible employees may receive the benefit for the period beginning on that date, subject to the company’s payroll implementation and applicable rules.

Coal India’s decision provides additional financial relief to its non-executive workforce, with the actual benefit varying according to basic pay and the classification of the employee’s place of posting.
