Coal Ministry Joint Secretary & CVO Inspects BCCL’s Integrated Command and Control Centre, Reviews Vigilance Measures – Indian PSU
Manoj Kumar Gangey, Joint Secretary and Chief Vigilance Officer (CVO), Ministry of Coal, inspected the Integrated Command and Control Centre (ICCC) at Bharat Coking Coal Limited (BCCL) headquarters in Dhanbad and chaired a comprehensive Vigilance Review Meeting, emphasizing the greater use of technology to strengthen transparency, accountability and good governance.
The visit formed part of his two-day tour of BCCL on July 10-11, during which he reviewed the company’s technology-driven vigilance initiatives and operational monitoring systems.
Inspection of Integrated Command and Control Centre
During the inspection at Coal Bhawan, Gangey reviewed the functioning of the ICCC, including its live monitoring and streaming capabilities, digital surveillance infrastructure, RFID boom barrier access control system, GPS-enabled vehicle tracking, route fencing and other technology-enabled monitoring systems.
He appreciated BCCL’s centralized command centre, describing it as an important step towards enhancing operational efficiency and transparency in mining operations. He directed officials to further strengthen the monitoring mechanism by making maximum use of advanced technologies and digital surveillance systems.
Gangey observed that technology-driven monitoring not only improves operational efficiency but also enhances transparency, accountability and better management of resources.
Chief Vigilance Officer Deepti Patel, General Manager (Vigilance) N.K. Thakur, General Manager (E&M) R.R. Karna and other senior officials accompanied him during the inspection.
Vigilance Review Meeting Focuses on Good Governance
Following the inspection, Gangey chaired a Vigilance Review Meeting at Coal Bhawan, where he reviewed BCCL’s vigilance administration, preventive vigilance initiatives and measures adopted to promote transparency and accountability across the organisation.
The meeting was attended by BCCL Chairman-cum-Managing Director Manoj Kumar Agarwal, Director (Human Resources) Murali Krishna Ramaiya, Director (Technical/Operations) Sanjay Kumar Singh, Chief Vigilance Officer Deepti Patel, senior departmental heads, Regional General Managers and vigilance officials.
The programme commenced with a ceremonial lamp lighting and the Coal India song. CMD Manoj Kumar Agarwal welcomed Gangey by presenting him with a shawl, bouquet and traditional memento.
BCCL Highlights Technology and Operational Achievements
In her welcome address, Chief Vigilance Officer Deepti Patel outlined BCCL’s vigilance initiatives, particularly the role of the ICCC in strengthening monitoring, transparency and governance.
CMD Manoj Kumar Agarwal presented an overview of the company’s operational performance, technological advancements and future plans, stating that BCCL continues to operate on the principles of transparency, accountability and good governance while pursuing continuous technological upgradation.
Director (Technical/Operations) Sanjay Kumar Singh and Director (Human Resources) Murali Krishna Ramaiya also presented departmental achievements relating to mining operations, workforce management and human resource development.
Technology-Based Vigilance Key to Mission Coking Coal
Addressing the gathering, Gangey said BCCL, as India’s largest producer of coking coal, has a critical role in ensuring national energy security and achieving the objectives of Mission Coking Coal.
He acknowledged that BCCL operates under particularly challenging conditions, including underground mine fires and complex geological conditions, making its operations more demanding than those of many other Coal India subsidiaries.
Despite these challenges, he said, BCCL has continued to make significant progress in increasing coking coal production and contributing to India’s goal of self-reliance in coking coal.
Gangey stressed that vigilance should not merely focus on preventing irregularities but should serve as an effective instrument for promoting ethical governance, transparency, accountability and institutional integrity.
He called upon officials to further strengthen technology-based vigilance through digital monitoring, preventive vigilance and risk-based monitoring systems. He also praised BCCL’s Integrated Command and Control Centre, describing it as a vital technological platform for real-time monitoring of mining operations, improved resource utilisation, operational efficiency and enhanced mine safety.
He urged officials to maximise the use of the ICCC to make mining activities safer, more transparent and more efficient.
