The National Executive Committee Meeting of All India Defence Employees Federation which represented majority of the Defence Civilian Employees has passed 05 important resolutions in its meeting held on 3rd and 4th of 2025 at Bengaluru. One of the major resolution adopted is “National xecutive Committee of AIDEF resolves to endorse the declaration adopted in the National Convention of Workers held at New Delhi on 18th March 2025, and to support the strike of the Indian Working Class on 20/05/2025 against the Pro-Corporate and Anti-Worker Labour Codes and in support of the Outstanding demands of the Defence Civilian Employees by attending duty One hour late on 20.05.2025 after holding massive demonstration in front of the Defence Establishments”.

When www.indianpsu.com came to know that the AIDEF has decided to join with the 10 Major Central Trade Unions (excluding BMS) which have decided to observe 01 day Nation Strike by the worker of Government Sector, Public Sector, Banks, Insurance, Private Sector and even unorganized sector on20 th of May 2025 against the 04 Controversial Labour Codes and other demands such as Corporatization, Privatization, filling up of vacancies in Government and PSU’s, Restoration of Old Pension Scheme etc., we had an discussion with C. Srikumar, the General Secretary of AIDEF, to know that since Defence Civilian Employees are Central Government Employees and in what manner their going to be affected if the 04 Labour Codes are implemented.

C. Srikumar stated that in the Government of India there are 02 major Industries where more than 15 Lakhs “Workers” are working i.e., in the Railways and Defence Industries. All these workers are governed under Trade Union Act 1926, Industrial Dispute Act 1947, Factories Act 1948, and Employee Compensation Act 1923, Payment of Wages Act 1936 and many other Labour Laws. These Labour Laws are achieved after more than a Century of struggle by the Indian Working Class and their Trade Unions.

The Government of India by abolishing all these Labour Acts has passed 04 Labour Codes as a replacement of the Labour Laws. Since, this Labour Codes are no more Acts, for any amendment it need not go to the Parliament. The power is fully vested with the Cabinet which is very dangerous, since no discussion will take place on such proposed amendments. As per ILO norms the Government of India should convene the meeting of the Tripartite Committee of Indian Labour Conference and discuss the Labour Related Issues before taking any final decision. The Labour Ministry also should hold regular meetings with the Central Trade Unions to reach consensuses, however, after 2015 the present Government has not convened the meeting of ILC. If the New Labour Codes are implemented it will have serious impact on the Defence Industry and its Employees.

Apart from this our major concerned is about the NPS & UPS, which is not at all beneficial to the Government Employees and hence we have to fight for achieving the Old Non-Contributory Pension Scheme. Post-Corporatisation of Ordnance Factories accidents are increasing due to the pressure on the workers to produce more in less time, even in the most sensitive ammunition production. Even Compassionate Appointment to the Dependents of the deceased employees is stopped by the Government. The Joint Consultative Machinery has became defunct. None of the issues
and demands of the Defence Employees are settled. The National Executive Committee of AIDEF has taken a serious note of the situation and have decided to protest by attending duty by the Defence Civilian Employees 01 Hour Late on 20.05.2025 after a massive demonstration by the affiliated Unions.

The resolutions passed by the National Executive Committee of AIDEF and forwarded to the Government of India is published here for the benefit of the viewers of www.indianpsu.com –

Resolution No.1

National Executive Committee of AIDEF resolves to endorse the declaration adopted in the National Convention of Workers held at New Delhi on 18th March 2025 and to support the strike of the Indian Working Class on 20/05/2025 against the Pro-Corporate and Anti-Worker Labour Codes and in support of the Outstanding demands of the Defence Civilian Employees by attending duty One hour late on 20.05.2025 after holding massive demonstration in front of the Defence Establishments. The National Executive Committee of AIDEF which met at Bengaluru on the 3rd & 4th of April 2025 has taken a serious note about the Pro-Corporate and Anti-Worker 4 Labour Codes passed by the Parliament which the Government is planning to implement in a hasty manner ignoring the objections raised by the Trade Unions. In this regard, the National Convention of Workers organized by the 10 Recognized major Central Trade Unions and Independent Sectoral Federations at New Delhi on 18th March 2025, after analyzing the alarming situation before the workers and all sections of common people in our country being pursued by the present government have taken a decision to go for a Nationwide General Strike on the 20th of May 2025. The declaration adopted in the National Convention of Workers was fully endorsed by the National Executive Committee of AIDEF. The National Executive Committee also considered seriously the apathy of the Ministry of Defence towards its own employees by ignoring the demands and issues of theirs which are represented repeatedly by the AIDEF and also not holding meetings with the Federation and also making the forums like Departmental Council JCM and Additional Meeting Mechanism ineffective and defunct.
