Dilip Kumar assumes charge as Chief Vigilance Officer of SAIL – Indian PSU

Dilip Kumar, a senior officer of the Indian Railway Service of Mechanical Engineers (IRSME), has assumed charge as the Chief Vigilance Officer (CVO) of Steel Authority of India Limited on April 27, 2026. His appointment was approved by the Appointments Committee of the Cabinet earlier this month for a three-year tenure.

With more than two decades of rich administrative and technical experience in Indian Railways, Kumar brings proven expertise in train operations, rolling stock maintenance, workshop modernization and human resource management to the vigilance leadership of the Maharatna steelmaker.

Prior to joining SAIL, he served in several important assignments in Indian Railways, notably as Additional Divisional Railway Manager in East Central Railway and Chief Workshop Manager at Harnaut Workshop in Nalanda, Bihar. During his tenure, he spearheaded several notable innovations, including development of the first ISO 9001-certified train in East Central Railway, introduction of pioneering in-situ wheel replacement techniques for wagons, and the widely acclaimed Madhubani railway station beautification initiative.

An alumnus of IIT (BHU), Varanasi with a B.Tech in Mechanical Engineering, Dilip Kumar has been recognised nationally for his professional excellence. He received the National Award for Outstanding Services in 2016 and the Railway Board’s Certificate of Excellence for Best Innovation in 2018-19.

His global exposure includes advanced management programmes at INSEAD Singapore and ICLIF Kuala Lumpur, besides specialised technical training in wagon bogie design at ARI Chicago, USA.

Kumar’s induction comes at a significant time for SAIL as the public sector steel major continues to focus on strengthening governance systems, transparency and internal vigilance mechanisms amid an evolving operational and market environment.
