BCCL’s New Independent External Monitors Review Tender Processes, Stress Transparency and Vigilance – Indian PSU
BCCL’s newly appointed Independent External Monitors (IEMs), Alok Kumar and Vivek Srivastava, paid a courtesy call on BCCL CMD Manoj Kumar Agarwal. The two experts discussed various institutional issues related to transparency, fairness, vigilance and good governance within the organization.
Welcoming the Independent External Monitors, CMD BCCL Manoj Kumar Agarwal said that their long administrative experience and expert guidance will be of vital help in making the functioning of the organization more transparent, fair and accountable. He said that BCCL is committed to operating in accordance with prescribed rules, procedures and best practices at all levels. Ensuring transparency, fairness, efficiency and procedural purity, especially in processes related to tendering, procurement and contracts, is among the priorities of the organization.
Agarwal stated that impartial and independent oversight by Independent External Monitors will help ensure procedural compliance more effectively at various stages of the tender process. Their experience and suggestions will provide opportunities for necessary process improvements, adoption of best practices and further strengthening of transparency and vigilance standards.
Subsequently, a review meeting was held in the conference room at Koyla Bhawan, where Alok Kumar and Vivek Srivastava, along with officials from the Materials Management Department, Contract Management Cell, Electrical & Mechanical and Civil Departments, conducted a detailed review of BCCL’s tender process.
During the meeting, various important provisions, procedural aspects and other issues related to the tender process were discussed in detail. Both experts also shared useful suggestions and guidance based on their extensive administrative experience.
During the review, detailed discussions were held on recently invited and executed tenders, various stages of the tender process, examination of technical bids, the evaluation process, and other technical and procedural issues related to the tender system. Particular emphasis was placed on effective compliance with standards related to transparency, fairness, efficiency and vigilance in the tender process.
It is noteworthy that following the completion of the terms of BCCL’s former Independent External Monitors, Arvind Kumar Kadyan and Amrit Lugun, Alok Kumar and Vivek Srivastava have assumed charge as BCCL’s new Independent External Monitors. Both are senior retired officers of the Indian Civil Service and have gained extensive administrative experience during their careers in various key positions.
Director (Technical/Operations) Sanjay Kumar Singh, General Manager (Electrical & Mechanical) R.R. Karna, General Manager (Material Management) Anand Kumar, Head of Department (Contract Management Cell) Bikram Kumar, Senior Manager (Civil) Himanshu Nangal and other officers were present at the programme.
