E20 Fuel Rollout & Consumer Protection: Team Bharat Holds Second Constructive Meeting with Centre – Indian PSU
Team Bharat, led by social activist and founder Tehseen Poonawalla, held its second constructive meeting with senior officials of the Government of India to discuss issues related to the implementation of E20 fuel, fuel quality, and consumer protection.
The meeting was attended by Praveen Mal Khanooja, Additional Secretary, Ministry of Petroleum and Natural Gas, Mahmood Ahmad, Additional Secretary, Ministry of Road Transport and Highways, along with Team Bharat representatives and senior officials from both ministries.
Ministry to Strengthen Fuel Quality Monitoring
A major outcome of the meeting was the government’s assurance to strengthen field-level monitoring of fuel quality across the country. Officials informed Team Bharat that dedicated Tactical Crack Teams will be deployed to monitor fuel quality and address complaints of adulteration at petrol pumps.
According to ministry officials, 8 to 12 inspections are conducted daily to detect moisture, chloride and other forms of fuel adulteration across nearly 87,000 petrol pumps nationwide.
Team Bharat also recommended the adoption of advanced technologies for continuous monitoring of fuel quality at retail outlets to improve transparency and accountability.
Citizens Encouraged to Report Fuel Adulteration
The Ministry invited citizens possessing evidence of fuel adulteration at petrol pumps to share such information with Team Bharat so that appropriate action can be initiated against erring outlets.
Team Bharat expressed confidence that, through close coordination with the Ministry of Petroleum and Natural Gas, the issue of fuel adulteration can be significantly reduced in the coming weeks.
SIAM Report and E20 Policy Discussed
The delegation also raised concerns over the recently withdrawn SIAM report, stating that it had created uncertainty among vehicle owners regarding E20 fuel compatibility.
Team Bharat urged the government to place all documentation relating to the E20 policy in the public domain. Responding positively, ministry officials agreed that as much information as possible would be made publicly available, although certain documents involving proprietary data of private companies may require stakeholder consent before disclosure.
Multi-Ministry Coordination Required
The meeting also examined several complex issues associated with E20 implementation, including:
- Fuel pricing
- Vehicle compatibility
- Manufacturing constraints
- Ethanol sourcing
- Consumer awareness
- Policy implementation across multiple ministries
Officials noted that the matter involves coordination among the Ministries of Petroleum and Natural Gas, Road Transport and Highways, Heavy Industries, Consumer Affairs, Railways, and Agriculture & Farmers Welfare.
Both sides agreed that additional consultations are required before any long-term policy changes are considered.
Next Round of Discussions Scheduled
Team Bharat will hold another round of discussions with government officials next week to deliberate on the remaining technical, operational and policy issues concerning E20 fuel implementation.

Today’s meeting has resulted in concrete assurances on strengthening fuel quality monitoring and addressing citizens’ concerns. Our objective has always been to ensure transparency, accountability and protection of consumers while arriving at practical and sustainable solutions.”
The organisation reiterated its commitment to working with the Government of India through dialogue, evidence-based recommendations and citizen participation to safeguard the interests of millions of vehicle owners across the country.
